Cholly is a Fisher Price 1977 doll, No. 419. It’s a blue gingham plaid rag boy doll with yellow yarn hair with felt or vinyl eyes. He’s wearing a blue jacket and cap.

I haven't been able to find a blue one yet, but there's a pink one on http://www.theteddybearshelter.com. Their filename is lolly.jpg and today it's picture # 36.
Will keep looking for the blue one though.
